Definitions

1. Any actor, capability, or condition that could exploit digital systems to cause harm, theft, disruption, or unauthorized access. A cyber threat can be a criminal group, a nation-state operator, malicious code, or even an unsafe exposure attackers can leverage.

   In plain English: Anything that could realistically be used to harm or break into digital systems.

   Example: "The exposed remote admin interface turned a manageable weakness into an active cyber threat."
