A high-level document or decision framework that defines which types of testing (unit, integration, E2E, performance, etc.) a project will employ, the ratio between them, ownership boundaries, and the tooling stack — guiding all individual test plans.
In plain English: The overall game plan for how a team decides what kinds of testing to do and where to invest their testing effort.
Example: "Our test strategy says critical payment paths get E2E coverage, everything else is unit plus contract tests."
