1. To expand a cleanup effort until it tries to touch everything instead of solving the original bounded problem. In engineering slang, refactoring the world is the classic path from helpful cleanup to missed deadlines and unfinished work.

   In plain English: To let a refactor expand until it tries to change far too much.

   Example: "The team started with one serializer fix and nearly refactored the world before the lead cut scope back to the part actually blocking the release."
