To stop a program or process and start it again as a basic troubleshooting step. In engineering slang, it can be wise first aid or lazy ritual depending on whether anyone is also trying to learn why the thing wedged in the first place.
In plain English: To stop something and start it again as a reset.
Example: "They quit and restarted the service to restore traffic quickly, then froze further deploys until they understood the memory leak that had forced the reset."
