To spend too much effort improving one aspect of a system beyond what the actual constraints justify. In engineering slang, over-optimizing usually means creating new complexity for small or speculative gains.
In plain English: To optimize more than the real situation justifies.
Example: "They were starting to over-optimize the serialization path even though the profiler still showed the network round trip dominating latency by an order of magnitude."
